India Tajikistan Relations

India and Tajikistan share common perspectives on several international
and regional issues. Regular exchanges of visits at the highest level have taken
place. President Pratibha Devisingh Patil paid a state visit to Tajikistan in
September 2009 which enhanced bilateral relations. Prime Minister Vajpayee paid
an official visit to Dushanbe in November 2003 and President Rahmon visited
India (for the fourth time) in August 2006. At the operational level, Joint Working
Groups and Inter Governmental Commissions on matters of mutual interest were
constituted and they meet at regular intervals

India opened its Embassy in Dushanbe in 1994 and Tajikistan opened its
Consulate in Delhi in 2003, which was upgraded to a full fledged Embassy in
2006.


2. Project assistance
During the visit of President Rahmon to India in August 2006, India
announced that it would undertake rehabilitation and modernization of Varzob-1
Hydro Power Station (costing approx US $ 17 mn) through Indian companies
BHEL and NHPC. Work on the project started in August 2008.
During the above State visit of President Rahmon, India also announced a
grant to set up an India-Tajikistan Modern Engineering Workshop at the Tajik
State Technical University (TTU) in Dushanbe. The workshop was officially
inaugurated on 02 June 2011.

3. Humanitarian Assistance

India provided a grant of US $ 2 mn.($ 1 mn cash; and $ 1mn in kind i.e.
power cables, generator and pump sets) to overcome a crisis due to
unprecedented harsh winter during January-February 2008. In June 2009, USD
200,000 cash assistance was given by Govt. of India to overcome damages
caused by heavy rains and floods during April-May 2009. After the flashfloods in
Kulyab on 7 May 2010, Government of India donated cash assistance of USD
200,000. After an outbreak of Polio in Tajikistan, 2 mn doses of oral polio vaccine
were provided to Tajikistan.

4. Assistance in Human Resources Development

Tajikistan is one of the largest beneficiaries of the ITEC programme. Till
date, 584 slots for ITEC and 244 ICCR scholarships have been utilized by Tajik
candidates to study in India. After the visit of the President of India to Tajikistan in
September 2009, the number of ITEC slots for Tajikistan was increased from 70
to 100 annually.

5. India- Tajikistan Joint Commission on Trade, Economic, Scientific and
Technical Cooperation

The 6th session of India-Tajikistan Joint Commission was held in Dushanbe
on 16-17 May 2011 and a protocol was signed which highlighted that bilateral
trade was low (i.e. US$ 32.57 million; US$ 15.71 million exports from India and
US$ 16.85 million imports from Tajikistan). Several measures to increase bilateral
trade, investment and economic cooperation were identified.

6. Cultural Cooperation

India and Tajikistan signed a Cultural Exchange Programme (CEP) in
2006. There has been regular exchange of cultural troupes between the two
countries. ICCR's Cultural Center (India Cultural Center- ICC) attached to the
Embassy was officially inaugurated on 30th June 2003. ICCR has deputed a
Kathak (dance) teacher and a Tabla teacher to the Center. Hindi language
classes (for about 250 students) are also conducted in ICC.

7. Air-links with India

East Air started a weekly Dushanbe-Delhi direct flight since 15th February,
2011.
